The way I see it

The SEC has 13 members who have fanatic football fan bases. Vandy is more like the ACC. The Big 10 has 6 to 7 members who have fanatic fan bases (Ohio State, Michigan, Penn State, Nebraska, Wisconsin, and Iowamaybe Michigan State to some degree). The other 7 or 8 Big 10 members are similar to the ACC. The ACC has 3 to 4 fanatic football fan bases (FSU, Clemson, VA Tech, and maybe Louisville). Miami fans only come out when they are ranked in the top 5. GA Tech would have potential but UGA controls that state. The rest of ACC membership is basketball-centric.

I can see the logic in your post. UNC, NCSU, GT, Miami, Pitt, Syracuse, and UVA need to step it up in football and fill up their stadiums. I honestly don't see that happening any time soon.
